:werd: I'm betting that one of two things have happened. Your solenoids have a bunch of crap in them or your solenoids have bad seals. Take them out, clean them, test them & replace the seals as required.

You have your facts screwed up. A chapter 13 bankruptcy is a restructuring of your debt (not discharged by the court), whereas a chapter 7 is a discharge of your listed debts.
After the court hands down it's ruling regarding the Bankruptcy, the HOA can petition the court for all past dues. HOA dues are not dischargeable.
