That's called... incompetence. Major upgrades, script changes and things like that should always be tested thoroughly before they happen on production systems.
That's where most of the work lies in that kind of job. Testing, planning, etc..

I'm sure you could find a suitable dc-dc convertor (maybe an adjustable one) not specific to the laptop which would work too.

Good advice. You don't have to get quite that fancy though, there are small touch screen lcds that hook up like a regular monitor and mouse.. then get a wireless low profile keyboard or something.
Shimming the relief valve in the pump should do absolutely nothing for idle pressure unless the valve is broken. It doesnt bleed any pressure at idle, only once it gets up to 40psi or so.
A better suggestion would be to get rid of the probably-leaky stock oil cooler setup if he has it, and...

you need a proper surface on the block and head. try again, do it right.
to be more specific:
resurface head
lap the block
use ARP stuff and torque to 80ft lb or so with moly on the threads (bottom if they're bolts, top if they're studs)
make sure you have good balanced injectors and are...
