If I can judge a person by their question.... you don't need any thing to do with a turbine or its blades. You need a new or rebuilt turbo. Call it a day.

What color is the smoke? Check for boost leaks yet? Check for codes yet? If you're on the 7m platform I'll bet you'll pull a code 34 if you do have a boost leak.

Matt is partially right. Hence the reason why I asked what he had done to the car before it wouldn't start.
Check your grounding harness (should be under or near the intake manifold).
Chances are you haven't regrounded the wires or you stuck them on the starter.
As Matt stated, you'll need to port the wastegate.
IIRC, your wastegate port is "D" shaped, and not actually round.
If possible, round it out with a dremel or similar and the problem should be solved.
All of that old Cold War Erra fighting equipment scares the crap outa me. It was all made to the bare minimum.
