Most ABS codes that are speed sensor are where the wiring has been damaged/destroyed from something in the road. The sensor itself can fail, it just isnt likely.
If you think the owner operator is doing something with the fuel he BUYS from the Chevron/BP/Shell/Marathon/Conoco/Phillips/Texaco/Exxon, or which ever refinery he is buying from, report it to the local inspector. Then it will be tested, and you can see first hand what a placebo is.

Oil does not circulate on a bearing surface until the shaft is rotating. This is called the hydrodynamic state. Until you displace the pressure by rotating, you wont coat the bearing/bushing.

If the engine is flooded, it can sound like it has no compression. Put the acclerator to the floor after you start cranking. Do not pump the pedal. (ever) Just crank. If it is flooded, it will possibly take 20-30 seconds to clear.

Those have laid down fairly consistently 350-370 rwhp with piggy back tuning. It would take work to make 500.
