51 comes up if the A/C switch is on. If you push the button, and don't get 51, then you know why you have the low idle. The A/C signal is not reaching the ECU, which is why you do not have the command.
But you need to see if you have 51 with the A/C button pushed in.

The cam pulleys have a notch on them that points straight up to the marks on the back metal cover. When the engine is at TDC, then install the CPS, with the match marks aligned how TSRM says to align them.
