Sometimes shops fix things without telling you and don't charge. Like wires in the wrong place. If it only takes a moment to put it back, they might have done that.

The ECU will not provide the ground path unless the conditions to do so are met. Changing the ECU is the last step in diagnostic when no other faults exist.
You don't need an adjustable fuel pressure regulator at your power level and modification with the Lex meter. I bought a new Toyota FPR (I figured 20 years was long enough) and have done nothing else to it. Of course, the car is maintaned proffessionaly...by me.

Well, the inert gas would have a place to escape. The inert gas going back into the intake dilutes the air charge causing it to run not as hot. Usually, it is plugged with carbon. But you have to lookt at it to see.
