It quickly clears heat soak and lowers underhood temps. They're connected to the overtemp water sensor and only run for as long as needed. Usually a few minutes. Five at most. They only come on after shutdown during very hot days. Most modern engines and many older ones are set up the same way.

It leaks where? EGR "leakage" (it's actually pirate air leaking into the intake manifold) around the pintle shaft are common on these EGR valves. If it's leaking from one side through to the other it needs to be cleaned or replaced.
