Anything in the intake path between the AFM and the turbo, or between the turbo and the surge tank (intake manifold) can cause this. So yes the IC could be the culprit, although it's most likely:

The Eibach ProKit lowers the front 1.2" & the rear 1.0"

No, this chassis will last a while. At the very worst I upgrade to a bigger chassis and reuse the blades. The Supervisor V Engines are $10,000 a piece, and the bulk of the remainder is in the gigabit blades.
