Yea, you can tell. My MKIV has polished wheels off of a 1998. My MKIII has chrome wheels from a 1995. The polished wheels are considerably lighter too.

I don't think anyone mass produces it. We did some for a customer, it was custom work from a local chrome shop. Chrome over plastic isn't very durable. In the end the customer got rid of all of it and bought new stuff from Toyota.
