I talked to him on the phone last weekend. He's been busy fixing his life and he's had problems with his website that I helped him out with.
He's fine, just busy.
In most jurisdictions, it depends on if they acquired the car as scrap, or as a car.
If they got it as scrap, they don't have a title and it's technically no longer a "motor vehicle", just a pile of metal and plastic.
Jesus Zumtizzle - there doesn't appear to be a single salvageable part on that MKIV.

Also a T4 is not a specific turbo - it's a flange style.
That could be any one of hundreds of different turbochargers, from too small, to too big and anywhere in between.
