    Rarely. Sounds like your ECU isn't getting power - are you 100% sure that it is? Severe wiring problem. Sounds like a very bad short circuit. I suspect you're running power to the ground.

    Also, the clutch fan should never stop. It may run slow when it's cold, but it is not supposed to stop. If it does, either something is physically obstructing it, or the clutch has failed.
