You can test it, I believe the TSRM outlines that procedure. Are you sure you don't have a vacuum leak somewhere? Listen for a hissing noise. I know when I put my engine in and got it running, my Blitz DD would flutter no matter what I did. Turns out I had lost a vacuum cap under the intake...
