I really don't understand the issue? Even if the pulley is stuck, there are four tapped holes in the pulley. Just use a standard steering wheel puller along with a couple of metric bolts. The timing belt cog has two tapped holes you can use for the same purpose! Why all the hammers? :icon_conf

GM's bimetal quad-4 had a huge BHG problem as well. It would cost easily $10M to $100M to design/fab a new engine block. Much better off to put a BMW I-6 in if you want an aluminum block. IMHO
Maybe if you got it rebalanced. If you look on your pulley you will see dimples in the back where material was removed to balance it originally. Breaking off some pieces will throw it out of balance.
Looks like they changed the design around 1989 to the crappy one, then fixed it later for the 91-92 years. I have both designs. The newer one is silver and has a more matte like finish that makes it easier to see than the older shiny gold style.
