You can use a standalone to eliminate the ISCV but it takes a lot of work. Full lock on steering, A/C and wide open throttle release all can make the car stall without a ISCV.

Bypass a 20 year old connector? What do you mean? If you are talking about the stock 02 sensor, leave it in there. If you want to do anything, replace it with a new one but don't remove it. The ECU won't know the fuel mixture.
