Yeah, I'd bet the spring isn't strong enough.
Try shimming it, that's what I did with mine when I go drag racing and don't want the valve opening much if at all.
You can try shimming the spring before you decide to buy a heavier one.
I've never noticed mine open at idle. (silver spring, no idea what rate)
As long as the pressure on the valve though the vac. port is strong it should still hold in boost while in + pressure at the manifold.

All we do at these meets are just walking around looking at cars... maybe have a beer or two.
Cruises are always organized privately... IE, not everyone there.

I'm not sure if it was Stockholm, but it had a big wing and the video of it started off with a burnout in a parking lot.
