That is not a problem. It has a fan clutch and it should always be spinning when the engine is on. If it's not, you need to replace the fan clutch.

On a side note, I've actually been wondering about the strength of a targa vs. hardtop in the event of a roll-over accident. Would the targa be as safe as a hardtop?
