The waistgate sounds like maybe something is wrong. It should only take 6.8lbs to open the stock actuator spring that controls the waistgate.
If you have access to an air compressor you can dial it down to 10-20 psi and blow into the vacuum line that connects to the actuator and watch it...

Good job! I am glad to hear that you checked fluids.. :) It would not be the first time I have seen mechanics forget to install the oil or coolant.. LOL..
If I were you, I would still go through the car and check everything due to my lack of trust of some mechanics.
You should have stopped right there when the engine light came on and made them figure it out and fix it or you should have atleast checked oil and coolant basics..
edit: no...
If you can blow through the bypass valve, then that would be my best guess to why there is no boost. It could be another leak also in the IC pipes or a dying turbo. :dunno: Swap BOVs and see if it fixes it?
