Retorque subfame fasteners (supposed to be done every 50K miles but most cars are never done), and the shock top mounts could be bad, that will cause a rattle as well.

Side windows aren't layered like the windshield so it should just be on the inside (and I doubt it's factory). The only window that's tinted from the factory is the back hatch.

Depends what you're starting with as well. Hitting 5ooHP in a MKIV on a budget isn't too hard if it's in good shape (less worn out, so less money needed). MKIII with a 7M is a lot tougher. Now 400HP is quite a bit easier, but the same goes for a domestic. 400 is minor mods on an LS1...
