I've seen those numbers as well, and they're a fluke. 86 and 88 would run the same times, not to mention the times were gathered from reviews during that period. Tires have come a loooooooooong way since then for starters.
Either the car was a poor example or it was driver error (or both).

Considering that bolt doesn't even use the eccentric anymore and looks extremely questionable I'm surprised the shop even touched it. Put that crap back to stock.
Rebuild > JDM
Motor of questionable milage, age, and condition compared to a motor with 0 miles on it... JDM motors are great if you're going to buy it for a core to rebuild (especially in the case that your core is screwed, like a thrown rod).
Because the car hasn't re-settled. The bumpstop doesn't contact the spring or the moving part of the shock (unless you bottom out) and will have no effect. If it's split like that, it's probably taken a beating, how good is the shock?
Bump stop will have zero effect on ride height... Unless you pressed them all the way down against the shock body where friction could potentially hold the shock up.
Contrary to popular belief, blown shocks do effect right height though.
$70 is way low for a 4 wheel alignment on a fully adjustable car. Try double that for a good shop.
Though in your case it sounds like you have some stuff that's worn out badly.
Unreliable would be an incorrect term, the only bad thing to the stock gauge is that it's SLOW. It's reliable as it always works unless the wiring is botched, and it's actually quite accurate for being 20 years old (and easily tested and fixed)
