Should have been painted before assembly (i.e. right after it's removed from the cleaner and before greasy hands get all over it) Painting it now it going to be tough as you have everything on it, not to mention getting it clean enough for paint to stick properly...

On second thought, might be better to remove the bellhousing so you can properly clean the surfaces. You're going to want to clean the gear oil out of it anyway...

Not to hard to make one if you know what you're doing, it's just a controller for the solenoid. Might work fine, but I doubt it will have any of the features a brand name EBC has (like features to cut boost lag, etc). A very basic EBC will act exactly like a MBC, so in this case I wouldn't buy it.
