best way to check the ISC valve is to let the car warm up,and turn off the ignition. With the hood up,listen at the ISC valve for a sequence of 4 "ticking" sounds coming from it. That would be the setepper motor in it working properly. If not,time to replace it!
You might get lucky and find one at a junkyard,if it has not been raided already. Once in awhile,you'll see them on eBay going from anywhere from $47 - $160.

Yeah,on the exhaust. I guess the smog laws might be different here in Cali. I just have the 2 free flow cats flowing through 3 inch pipe exiting through a Magnaflow muff.
Yup,cleaning out your dam fluids and filter is important. My tranny turned to crap because of contaminated fluids. I caught the damage a little too late, and now my over-drive is shot,
