You and I seem to have the same idea. I have been doing a lot of research on pumps, regulators, filters and lines, and fuelab is currently at the top of my shortlist.

No, i meant pull the cable all the way, while its making the whining noise. Does the noise change as the pressure goes up?

Jumping FP and B+ bypasses the entire control system. So time to start looking elsewhere.
If you do have power at B+ (with the key on). next see if that sends power to the pump (remove the plate in the trunk). If you do have power, its a bad pump, if not, an...
On a GTE 1 and 6 spark at the same time, so you can use either. 6 is easier to get to.
Are you getting spark out of any of the coils?
Did ya try the old "wiggle the CPS wires" trick?
No there not needed, but if they're taken out, they need to be bypassed.
This is for an 89, so you may want to make sure your wire colors match.
