Hook up a vacuum gauge, if FP drops as vacuum increases once you have leveled at X RPM, then its working properly.
AFAIK there has never been a failure of one of those FPR, they are damn near bulletproof.
Just leave your foot on the throttle until the cruise pulls it out from under you. It will engage smooth as silk.
Mine is also broken, and like poodles said, every car I have ever driven had a delay before the cruise kicked in.
If you are willing to try another program, Pidgin is my favorite. Not only is it open source, but it supports pretty much any IM service you can imagine.
