On the powersteering noise, you might have some air in the lines. Try to take the top off and turn the wheel slow all the way left and right and that should let the air out. I had the same problem on my 87. On the gauges I think that your gauges are ok. The fuel gauge does not have anything...

I would also say that you should get both the head and block resurfaced because Im sure that you only want to replace this gasket once and not have any problems down the road or having to worrie that its not done right. Some people have gotten away with leaving the block in the car and not...

What you also can do is buy a intercooler pipe set you like and then buy the bov flange on ebaymotors. They go for about $18shipped and up depending on which flange you would like.
