you should hear a click every time, not sure about a relay mod for a starter but your factory relay could be the culprit, usually a few bucks from any auto parts store. if it turns over fine with the starter test then its not the starter hehe. starter, relay, wires, if these are used starters...
big reason power steering systems fail is because of debris and heat. a cooler would help, too large of a cooler will mean longer warm up times (for trans at least, harder shifting) you spent all that money on the swap might as well go for a cooler of some type :P keep in mind earlier p/s...
any more info to provide? what makes ya think its one or the other if not both? do you have it set for true twin or factory one kicks on then the other?
also throwing it out there check the vac lines and any vsv's/switches

i noticed the only option for power steering was a driftmotion line, what happened to the good ol' 2jz power steering line from a mkiv supra? and you dont need to loop the vac line and have a bad idle and keep a closer to stock setup.... ive helped quite a few people who didn't like their idle...
