Are you sure you're not getting water on one of the rear light bulb contacts or a connector in the cargo area?

Most automotive manufacturers don't insulate the barrels on ground wires. Probably keeps the cost per vehicle down by some small fraction.

The cable runs along the bottom of the cargo area on the left hand side, pretty much following the bottom of the trim. It's bundled with the wire harness. As ForcedTorque said, there's a small plastic clip that the cable snaps into.

Good point. I de-rusted the underside of my Blazer and then found out, like you, that the rust under the carpet was much worse. How well does the POR15 hold up, do you think?

Very sharp! Do I see metallic flecks in the powdercoat? If so, even nicer.

Yes, the metal has to be really clean, no oils from your skin even, for the powdercoating to bond well and not discolor.
