Stop thinking like this. Psi is the resistance of the engine to flow the massive amount of air the turbo is forcing into it.
And nobody just upgrades the CT-26 and the rest being stock. For one, take a look at the turbo elbow...
Mike, you are indeed running lean. I would first try raising you fuel pressure a couple psi.
You should be around 14.7 a/f at idling and cruising.

As long as you A/F ratios are sufficient for cruising (what are they supposed to be around? 14.5??) Then the car should be good for a cruise, just don't get down on it until you have it dyno tuned. What you need to do is figure out what you cruising A/F's are right now and see if it's in the...

I personally wouldn't go with a 3.5" exhaust unless I had an aftermarket turbo that would mate up to a 3.5" tube that way it would be full 3.5" from the turbo back.
But that's just me ;).
That's normal, especially if you've got the stock turbo elbow, cats, and exhaust. Get a full flowing 3" turbo back exhaust and it will be less likely to do that.
Back pressure FTL... to some extent anyways ;).
