Sounds like possibly the steering box, it should turn regardless of fluid/pump problems. Check the rod which connects the wheel to the box, does it have any play in it? I don't know about supras, but the steering box is a somewhat common point of failure on toyo trucks. Be careful driving it...

Heat with a torch, then touch the bolt itself with a cube of ice...it will break the seal. has saved my ass many times.
