It's a ground controlled circuit like everything else.
You would use the switch to ground the relay coil and the relay switch to ground the head light.
Might want to start by checking your fuses as well.
You set it to 10 with the jumper and leave it there. The Ecu will control timing after than.
When you add fuel pressure it should be richer. I would look into why it would be going lean rather than trying to raise the boost.
The amount of timing you can run is dependent on how much boost your going to run and when your turbo sees full boost. There is no set standard for it.
