Turning up the boost till you go lean is not a good way to run max boost. If he has 550s in there, he would run up so much boost that he will blow up before it goes lean, especially on pump gas....
With a .70 a/r, you should be able to hit 30 psi at redline. Just look at the guys with .68, they can hit any psi they aim for. I'm willing to be that it's your wastegate. Either the spring is too weak, or it's not closing all the way. Take your wastegate off, check for proper operation...

Spring rate is dependent on how tollerable you can take it on the road. If you don't mind crashing and bending wheels at every bump, get the stiffest you can get. For 99% of alll of us, whatever the norm...
