Turbine oil seal isn't designed to seal oil in the manner you have subjected it to.
The seal ring/piston ring on the turbine side when seated will still have a gap.

So as hvyman already stated, you fill it with oil...

Though the last time I looked at stock, no one has them.
Minimum order is typically qty: 36,000 if they aren't stocked.
You need to measure all points on the bore, top, middle and bottom.
Determine if there is any taper.

You will have to verify what they are first.
Based on the wire colors they are not related to the HAC sensor.
But to answer your question, yes if you have a code 32 its the HAC sensor.

Looks like someone messed with the factory connector.
Were they connected?
Here is what mine looks like.
Under the yellow tape are 3 connectors:
2 blue w/ white wires and the center is green w/ red.
The green wire can be connected to either blue...

Oil Thermostat is located within the oil cooler.
Its basically a full flow system from the factory, like most install on Supra's in the aftermarket....
