Those are called studed tyres. Irreplaceble if you want traction on ice covered surfaces.

A photo from last winter. Curent winter is pretty much snowless so far. Last weekend we got some snow. I spent whole sunday in a car park. Untill the gas ran out :D
Here's a vid. You can hear the ratling. It is heard only on a cold engine and at idle. If you give it some gas, it goes away untill it drops to idle again. After a few minutes, as the engine starts to warm up, the noise is gone.

Similar issue here. I'll try to get a vid. It's only heard on idle and on cold engine. Till 2k rpm. If i give it gas, the sound goes away, till it drops back to idle.

Check the manifold surface for cracks or warpage. Replace it or deck it. If it's warped, from my experience, no gasket will seal good. It will still blow.

Registering is easy. It's a bit harder to pass tech. inspection, wich has different standarts in various countries. In my country the government is trying to force everyone to use newer cars. So tech. inspection is pretty harsh for older cars.
One more thing is the headlight beam. On lhd cars it's more directed to the right. On the rhd cars it's to the left. If i remember corectly US spec car lights don't have any direction. Just straigt. That's an issue in some countries in Europe. We'll a small one. Requires a headlamp replacement...
Don't know about UK, but in my small country there are several things that will not pass technical inspection. The lights have to be with E marks. Rear blinkers have to be yellow. Rear foglight is a must. As far as to just import a car - no problem. To register it - thats another story here...
