Can you still have the charcoal canister if you don't have the EGR setup? I bought the car without the EGR in but want to rebook the charcoal canister if possible for now

So I'm trying to put back on the BVSV on the thermostat arm since the previous owner had some aftermarket setup on it. There was some rewiring done from the wiring harness so I'm wondering where does this one blue wire need to be soldiered back to?
