I have the exact same black box in my '91 Turbo. Never got an answer on what exactly it is. I was also told it was probably some sort of alarm system...

Mine had a power steering leak when I first bought her. I ran some stop-leak through it and it worked like a charm. Might try that cheap fix before you dig deeper into the wallet...
