Alright, I thought i had a boost leak i changed pretty much all my intercooler piping, and tried changing the blow off valve, and still nothing, im looking for what might cause me to only boost 3 psi when i normally boost 14, how can i check to see if my wastegate is malfuntioning?

Latley my car Wont boost over 5 psi, when i normally run it at 14, and at around 3000 Rpms i start running rich. Am i right to assume that this a boost leak?
