Shouldn't the throttle body butterfly valve be shut tight in the idle position?

in place of alligator clips to hold your meter lead tips to the tps leads, try placing short (1/4" or so) pieces of vacuum hose on the leads to hold your meter tips in place.
excellent description of solenoid functioning from the wise Hoppyjim that also suggests that I have an electrical connection issue to research.
