Not all obdII uses a can bus network. It really didn't start getting popular until a little after the early 2000's. Not to say some cars didn't have them.

check to see if you have the right voltages with KOEO and KOER

My buddy actually figured it out. There was No STA signal to ECU from the starter or something along those lines. Thanks for the help you guys.
