thats with my tape measure pressed against the firewall. the tape measure is straight and the throttle cable is a little curved so id say its just a bit longer than what it shows.

That looks like the fuel evap line. Its supposed to go to the charcoal canister but thats gone. Either tuck it into a hole so the fuel vapors exit the engine bay, cap it off, or reinstall the egr system.
Also that would have nothing to do with the power steering problem.

I just jumped 3 and 4 again and nothing happened i clipped a test light to the jump wire and grounded it. The test light is super dim and the gas gauge raises. When I ground 4 out by itself the needle drops....
