Ground jump had no effect, also tried both relays in my other car and both are good.
Tried a different combo switch and no change. gave up for today and worked on other stuff. Couple hours later, replaced the radio, powered on to test and the wipers work perfectly.

Honestly, not yet. I am hoping to find a different smoking gun by eliminating the easiest stuff before pulling the switch connector out again. if the ground jump doesnt work, though, all that i can see that is left is a possible isolated fault in that jumble.
Visual check on the fuse, didnt test.
I misspoke earlier. I actually tested for 12v (in low speed mode) on pin 4 of the harness connector that attaches directly to the wiper motor per this post:

Being that the fist year MKIV was billed as 1993.5, I always assumed there was an actual 93 A70 (JZA70) that just never made it to the US. Not the case? Or were the frames stamped JZA70 as well?
