You misunderstood. He said he poured oil on top of the pistons and it didn't leak by the rings. Simply pouring oil in a cylinder and seeing if it stays there does not tell you if the rings are bad or not. Nor does it help rings seal or reduce blowby while the engine is running.

If you know a really good welder it can be welded, I have seen it done successfully. I've also seen people use JB weld believe it or not then have it re-machined, but not in a performance application. Since it is just near a water jacket and not a fire ring I'd personally clean out the hole...

#1 Apparently the cleaning solution you used is farrrr less corrosive than the 3 shops that I've worked at. I used that theory of "leave the cam in" several times and the cam had excessive play afterwards because all traces of babbit/alum were gone.
