So I just bought a NA 87 Sup, I was going to just use it as a shell for my 1JZ but this thing runs so nice, I'm gonna leave it intact as a DD, It's about time I did the JZ justice and strip a shell, do brakes, suspension and roll cage and make it my track car. Anyways In my NA, the fog lights and blinkers DID work when I first got it started, now they dont. I checked fuses, both good. also this might be related. The instrument panel lights don't work...and then when I flick the high beams and the blinker switch up, down and around they'll flicker or sometimes go on. Short or something? Anybody have this issue before?

Could be in the combination switch(in the column. Its what controls head lights, turn signals, all the stuff on the two arms), or in the dimmer switch, maybe.

The dimmer has a rheostat and a switch. If the rheo is the only part that's shot the full on setting will still work and visa versa. If part of the dimmer's circuitry is shot (typically a certain resistor) the the dash lights won't work in any position.
