where to rebuild turbo

i think the compressor seal on my turbo is blown and i think the turbo is causing me to burn the oil.. is there any places to rebuild the turbo? or is it just better to get an upgrade...? this turbo was placed in about 12000 miles ago along with my MHG, since my old turbo had chipped fins...so whats the better choice? rebuild, getting another used turbo, or getting upgrade? i kinda of want to keep stock for now since i do not have any fuel mods yet and probably won't for awhile....so yea places to rebuild or suggestions would be great./

preformance techniques in sunny san bernardino ca. i just got mine done there. but that was with an upgraded comp. i'm shure they'll do it to stock specs too.
