I was taking off my fuel rail when i found this wire that i cant seem to figure out where it goes. My guess is that its a ground for something, it is bolted to the fuel line. Does anyone know where this goes?

If I am not mistaken, that would be one of your injector wire grounds.

So id be better off getting a coil pack wiring harness from the dealership. Is this the correct grounding place? or where should it be grounded to?
That is the correct place. The bolt that the wire is connected to gets bolted to the head iirc. The end that is severed gets screwed into the coil pack mounting via a really small screw. It appears you are missing the connector for that side, though.

Oh and I just realized something in your first post, the hardpipe doesn't go to the j-tube fuel line. It is actually just a vacuum hardline for the BPV I believe.

If you can actually find it in the EPC (I looked for 30 minutes and couldn't)
I made it with a heavier gauge wiring and even shrinkwrapped the assembly, works great.
