What does this wire near oil dipstick do?

What does this wire near oil dipstick do? It's a black wire that goes into the black cylinder when you look over from the passenger side of the car, to the left of the oil dipstick. Is it safe to drive around with it like this?

dont remove that switch without an evac on the ac system first and dont leave the switch out very long

Yes it would and that tube is easily bent so take care when taking out the switch. You need to have the system evacuated before removing it and preferably someplace that won't try to charge you for refilling it with the freon they just took out.
