K so I have looked all over the site and have only found stuff that doesn't help. I have a surgin idle. I checked the TPS and that is working fine. The AFM is also working just fine. Lastly I checked the ISC and they are all mechanically working fine. So I read through the TSRM and foudn that for some reason or other I am not getting the power to the outside pins on the ISC so the ISC harness looks like this

right, just two rows of three. The 4 that are on the outside are the ones that go to the computer and for some reason unknown to me they are not getting power. The two in the center are "perfect" according to TSRM.
The question I have is wether or not the ECU is bad, if so is there any fix, like replace a resistor/capacitor etc. or could there be some other thing that is causing the ISC to not get the correct power?
