Weird Headlight problem

I was away on vacation, my sister calls me up saying the Supra's headlights are flashing and horn is beeping (stock alarm). There was no sign of break in whatsoever. She didn't know how to turn off the alarm so the battery died with the headlights up. I jumped the car and put the key in the ignition.

When turning on the ignition, the headlights drop down by itself. When turning the ignition "off", the headlights pop back up. It's bothering me as to why it is doing this? Any help? Thanks

what would happen if you turned your headlights on, (so the lights themselves are down) disconnect the battery for a few minutes. while the battery is disconnected, turn the switch off. then a few minutes later, reconnect the battery?

I turned the knob on and off, nothing would happen. I never tried disconnecting the battery, I'll give that a shot.

i think mine did that when it rained and go some water in the quarter panels...

Problem fixed, it was a bad Retractor Control
