I cannot fgure out where my vsvthat bolts to an air tank bolts to the block under the intake of my 7m-ge na. Ive been told it only gives me a shorter crank when hot so i can just plug it. Not sure if thats the best idea.

Not the best idea at all.
The vsv is bolted below the lower intake runner and is a real bitch to get to. Unplugging it will cause issues with hot starts.

When I replaced mine I removed the alternator to give myself easier access to the FPU VSV, that is the one under the intake and as AbsoluteSpeed mentioned, it helps with hot starts.
