VSV??? Vacuum help

I have my 1987 n/a almost all buttoned up but I have some loose ends regarding vacuum lines and a few connectors.

First.. I have a sensor with part # 90910-12024

It has 2 vacuum nipples on it (the one that protrudes straight out happens to be broken) and it has a brown connector on it.

I already attached all the vacuum trees, the blue VSV sensor and the ground wires to the bottom of the intake. The only threaded hole left is near the front of the starter. Is this where 90910-12024 goes?? I figure that it does because there is a brown connector that plugs into it in the same location.

Now.. here is the problem... there is another brown connector hanging down more near the front of the block under the intake manifold with nothing for it to plug into. It is exactly the same plug as the one that is in the rear that plugs into 90910-12024.
Where and what does this plug into??

I also notice that not a single schematic I have downloaded regarding vacuum sensors and fittings shows part # 90910-12024 which is described as a VSV. What is this thing for and since mine is broken.. do I need it?

There are 2 VSV's under my manifold. They both look similar except that one is blue and the other is brown. The blue one bolts almost directly in the middle under the manifold. It is connected inbetween the 2 metal vacuum rails and its pretty obvious where it goes.

The other VSV is 90910-12024 (17650. It is brown. The thing I can't figure out is which brown connector I plug into it. I am pretty sure its the one to the rear but then.. what do I do with the remaining brown connector thats exactly the same??

So I guess that means there must be another brown VSV. In the TRSM it looks like it might be 25804. I just need to figure out where it is!!
It looks like its near the 25719 tank.

This is getting confusing... Let me try again...

I have 3 wiring harness plugs under the intake manifold. 2 are brown and identical.
1 is blue.
I have 2 VSV's. One is brown and one is blue. Obviously the blue connector plugs into the blue VSV. This is located a little more than half way down near the front of the starter.
Is this the blue VSV part # 25860??
The brown VSV (17650) is for the fuel and it goes near the front. I have a brown connector plug in that spot. Now.. I am left with 1 more brown connector plug but I have no more VSV's. According to the TRSM diagram there should be a VSV #25804 located at the tank #25719. Am I correct??
