Volt Problem/Car Alarm? Alt bad?

So i replaced the radiator hose that is all i was doing, i filled with anti freeze and locked the supra and walked away. Later when i went to move it, i unlocked the door and the headlights popped up and the alarm started to go off i didnt even know my car had an alarm after i put the key in the ignition the car stopped making noises. I tried to start the car and it wouldnt i closed the door locked it and then unlocked it and tried to turn it on and it did.
The problem now is the battery light is on and the volts quickly raise to 18, i usually have the volts slightly hgiher than 12 and the battery light has never come on what could be wrong?

Alternator bad? or alt regulator going bad this happened so suddenly im confused.

The voltage regulator is bad in the old one. Its easily replaceable if you care to repair it. Its the thing with the aluminum heat sink, under the cover.
