stray wire

theres a wire that is like a baby blue with a yellow end with the circlemetal thing on the end that looks to be a groud wire but i dont think it is. it come sout from the front wiring that runs to all the lights and all and is right by the battery.. anyone know what it bolts on to.. i got a feeling it may be a positive and i dont want to mess it up
